How i can downloading arabic language to my phone because i am not find arabic in my phone language .

Do you mean Arabic in keyboard as input language?

Go to Settings -> Language & input -> Xperia keyboard -> Writing languages -> scroll down and mark on Arabic (it can be on the very bottom of the list as العربية)

If you meant Arabic as the display language:

Go to Settings -> Language & input -> Language -> scroll down and mark on Arabic (it can be on the very bottom of the list as العربية)
