WH-1000XM3 Catch 22 with new phones

I need some help please with setting audio levels on my new headphones.

My audio setup has a fixed audio output level on Bluetooth. When the earphones are connected the audio level is not loud enough, so I need to adjust the earphones levels.

In the app, you can only adjust the levels while the audio source is playing.

But the app won't connect to the phones while the audio source is playing!

How can I resolve this?  I need to either connect the app while the audio is playing, or better still set a permanent audio level in the phones. 

If I can't sort this I will have to return the phones.

What do you mean by that and which setup are you using?

You can also adjust the level by swiping "up" on the right earcup.

you can't connect two devices to the headphones at once.

you are very welcome. Did that resolve your issue and were you able to increase the volume of the headphones, while the BT-signals volume stayed the same?
