How windows of sony VPCYB15AG model (Y series) can be recovered ?

I have Y series Sony Vaio (VPCYB15AG model) with windows 7 Starter 32-bit. But some of its window files has been deleted so window is not working now. Could u pls guide me to recover the windows.

And can I install windows 8 into this model?
