And I don't know what is this icon (the one rounded with red) in status bar:

it's the icon for the extended stand by mode

I guess, that turning it off may solve my issues about the LED notification not working when the phone is in stand by mode.

Yes, I notice the same thing ! extended power mode turn off the notification led in stand by
