Xpera Z2 wont send Send premium text codes

I've checked through settings can't see what's wrong. Definitely the phone. We gave.  3sims all 4g,  3x z2 models wife me and son ( only me can't send message 'premium text number's

I  previously changed SIM providers to test the issue ??

just wondering, have you tested your SIM card with a different phone? if you had, were you able to send premium codes?
