I have the exact problem. Have had my first handset sent back to sony for repairs. The repair invoice said 'several items repaired', but the new handset has the same problem. Would be good to know if this is by design.
To me it looks more like a loose contact. All vibrations stop, not only haptic feedback. If i put it 'horizontal' vibrations do not start again. As the phone is in a vertical state in my pocket a lot this is unacceptable.
Only if I 'tap' the phone again with some force with my fingers, vibrations work again, which leads me to believe this is not a software but a physical problem with a bad contact or such.
Hi wessel99, I've thoroughly investigated this particular issue and it seems it's "as designed".
Might be a design flaw which affected a huge part of the production line, or simply how vibrations should work on this device. I've tested the same behavior on multple Z1 units, in multiple stores - same results.
I'd say not to worry... 
I have the XPERIA Z cellphone, and sice I got it, this does not vibrate, when I use the vibration option my cellphone just get into silence mode.
I did a hard reset, and after this, the vibration option worked for couple hours, then it got silence mode without vibration again.
I do not know what to do, I bought this cellphone 3 days ago.

Try to fix the problem with vibration by performing a software repair using Sony Update Service.
