Tethering Problem

I am trying to tether my Xperia Ray with my win 7, 64 bit system.  I have tried both through USB and Bluetooth.  I am able to connect the phone to the PC, but not share the internet connection.  In Bluetooth tethering, my PC says its connected to the PAN, but there is no Internet connection.  I've tried repairing my phone, but that didn't help. 

Can someone help me?

this might be a dumb question, do you have a data plan?

second, does your network allow tethering, some network/carrier branded phones are not allowed to do this w/o paying extra to the carriers/networks

I spoke with someone at Sony directly today.  Their guess is that my carrier (AT&T) is preventing the tethering.  This may be the case as I don't have a tethering plan.
