Storage>Downloads

I recently cleared all the files from Settings>Storage>Downloads. However when I look again it is showing 69MB. Anyone suggest why this is and how to get it to zero. I've tried power off then on. Thanks.

what if you clear the phone's cache 

settings > storage > clear cache 

also, use a file commander

Thx, I clear the Cache on a regular basis anyway but no effect.
