I have a DCR-HC26E which is not recognised by my Microsoft Surface Pro. DO I need a different cable?

well, I'm using a Windows 10 PC but have got no experience regarding those Surface tablets.
Anyhow, even on a desktop PC you will most likely might have problems connecting such a rather old camera (13 years old or so) via USB. Simply spoken it'll be hard to find any working USB driver for a rather new operating system working together with such an old camera. That'll most likely be the reason for your problem.
You might have a chance when installing and using PlayMemories Home on your tablet. Sorry, can't link you to the download page as I'm always re-directed to the German site. Anyhow, I neither know whether you'll be able to install it on your tablet nor whether it would really solve your problem, sorry.

Support for USB transfer finished with Windows XP.
You will need to transfer using the AV Cable supplied with the camera and shown on page 33 of your manual here:

You will need to buy a ‘USB Video Capture Device’ to connect the AV Cable to a USB port on your PC. There cost around £20 - try Amazon.

I too would recommend to get a so called "video grabber".
