I have a KD-43XH8196 Android TV connected to a Panasonic sound bar using HDMI-ARC sockets and cable. When I try to mute the sound using the TV remote I have to press the mute button twice. Similarly to restore the sound and be able to adjust the volume. Has anybody else experienced this and is there a solution?

I'm using a soundbar too (Sony) and I don't have this issue.
Probably a communication problem between Soundbar and TV.
Please check if both devices are running the latest software.
In addition you might want to contact Panasonic and ask if this is a known issue on their side.

Hey, I don't think it's the TV's issue either, anyways try the following:
-Reset the remote:

-Update the TV:
-Unplug everything then start over.
