Call forwarding doesn't operate

Hi. I have new problem. When i use call forwarding to voice mail. Or network number to call keeping. I can't receive any sms from my carrier. So when i call my carrier tell me. I have problem in my phone i must replace it. When i replace it. My problem is solved. So, what can i do on my smartphone to solve this problem?
